The story begins with Hector, a widowed father and government health inspector, who lives with his young daughter, Lucie. After dropping Lucie off at boarding school, he decides to inspect the local Halloween theme park, Zombillenium, in the hopes of finding a safety violation that will allow him to break his promise to take her there. Upon arriving, he is met by Francis Von Bloodt, the park's vampire CEO, who gives him a tour. During the tour, Hector discovers a secret elevator that leads to a hidden, ninth sub-basement floor where real monsters live and work. There, he uncovers the park's dark secret: the "actors" are in fact genuine undead creatures working for the Devil himself. Realizing Hector's discovery will spell the end for the park, Francis bites him, turning him into a monster himself.
